It isn't. So far, the only events exclusive to Platinum have been the Japanese WCS Milotic, and the US VGC Milotic.
It is a wireless distribution at Toys R Us only.

It's similar to the underground connection. Wi-Fi is through internet. Basically, all you have to do for this event is: Go to locations of event, go to main menu in your game, select mystery gift, and then download through the Wireless option.
