There was a glitch in the original Japanese Diamond and Pearl that let you reach the Hall of Origin, so I guess you could consider that a semi-legit way of getting a shiny Arceus. Other than that though, Arceus has only been distributed through events, so you can't actually catch it in the Hall of Origin without a cheating device.

i thought it was only able to reach the hall of fame, newmoon island and the flower paradise utilizing the "surf glitch" or tweaking
