Only possible way to get a legit Arceus is by going to a Nintendo Event which I haven't heard of for P/D. Japan should have it and other possible way to get the item to activate the Arceus is by using a Gameshark or Action Replay for the US version. He is a very powerful Pokemon since I used Action Replay to get the Azures Flute.
