I think that cool pokemon are more popular for sure. Just look at Charizard, Lucario, Greninja, Scizor to name a few. I think fans like cute pokemon too, but when it comes to team selection and competitive battling the cools always win. They also tend to have better stats than “cute” pokemon which is another thing that puts the cute category at a disadvantage.

Cool Pokémon have the most fan-favorites, but cute Pokémon are the most popular overall. I mean, it's easier for a "cute Pokémon" to be well-received (that's actually partly the reason a lot of Pokémon don’t get to evolve in the anime), but when a "cool Pokémon" is liked, their impact is overall bigger.
