Are the regi's, legendary birds, and legendary dogs UBERS?

Mewtwo, Wobbuffet, Lugia, Ho-oh, Latias (with Soul Dew), Latios (with Soul Dew), Groudon, Kyogre, Raquaza, and Deoxys are ubers. Nothing more, nothing less.

The problem with your Regi is that all it's moves are attack moves. Put in some decent moves like Double Team or Sand-Attack to lower the opponants chances of hitting you, or Toxic.

Those moves are haxy and rely on luck. Better off with Horn Drill's set.

Not typlosian its movepool stinks and I dont get why Wobbuffet is an uber. Tyranitar and Metagross maybe but besides that all the other pokemon classified as ubers seem all right.

Tyranitar, Dragonite, Metagross, and the like are pretty strong, but they're not ubers because of movesets and stat placements. Tyranitar is really good, but you can't really compare it to Groudon or Lugia. Tyranitar also has an Ability that is bad for the most part. Dragonite has a 4x weakness to Ice attacks, and, unlike Rayquaza, it doesn't have the stats to make up for it. These are the same reasons Mew, Celebi, and Jirachi usually aren't considered ubers.

Their stats are comparable to the top-tier non-legends (Dragonite, Tyranitar, Salamence, Metagross) and they don't spoil the metagame, forcing everyone to use nothing but them, so, nope, not uber.

Many find Wobbuffet hard to counter, especially because of Encore and Shadow Tag.

Blissey's defence is too low for it to be considered uber.

I do not think the regis are ubers but the birds and dogs stats and moves are far beyond that of a ordinary pokemon, any legends other then the regis and mew are ubers. IMO
