Okay, I give up... In Emerald, I go to the contest hall and compete with my pokemon in the cuteness contest... I win (in all ranks).. And the artist still won't paint a picture of my pokemon - I've talked to all the people I can, and I still can't seem to get a painting of it up in the art museam.. what am I doing wrong?

It is very hard, it's only happened to me twice, but i restart often so i lost the first painting. I think you have to have 5 stars and 5 hearts at the end.
I think the easiest pokemon to get a painting done of them is Milotic since you know that they have maxed out beauty and a lot of water moves are beautiful.

you have to have spoken to the museum director AND get 5 hearts AND 5 stars then the artist will walk up to you after the contest saying he did better then usual and say's he'll like to hang it in an museum somewhere, an ! will appear and he'll say oh a museum is really looking for paintings shall i hang it there? answer yes and you'll get an ribbon and the painting will hang in the museum

3. win the master rank with a heart rating of 6 or more (tip: don't use moves that startle, enerve, dazzle, etc. other pokemon)

I believe it was SIX hearts and stars for your pokemon. Trust me, every one of my pokemon has been in a painting and I have won every contest. I have won the contests with Pikachu, Banette, Skitty, Milotic, and Lunatune, and I know the best berries and natures for each stat by heart. My highest pokeblock level is 58, and I have all of the condition scarves.
