He has one monkey and doesn't need second. How would he look with two monkeys by his side. Monkeyman XD
If you think about fire type pokemon I may say, he doesn't need it. There is many pokemon on the world and he can catch steel, dragon, poison, psychic, bug type pokemon. He needs something different. If he needs fire type pokemon he may call Charizard, Torkoal or Cyndaquil.

Ash won't get a Hikozaru because:
-he already has a monkey- Aipom
-Shinji has a Hikozaru
But IMO I would give Ash a Hikozaru and Shinji a Naetoru. Naetoru is boring and Hikozaruy seems to be playful and fun and let me don't forget powerful. I would like to see Hikozaru in the saga with one of the main characters( Ash, Brock, Hikari) but he won't...
