Yes, let's go back to the day where Ash got three starters and all the other Pokemon he had were left to rot aside from PIkachu. WONDERFUL idea. Who needs opportunities for great Pokemon such as Corphish and Torkoal when you can shove MORE STARTERS on him?
Oh sure, you say that Ash would only have TWO starters, but that's one more than I consider safe for the personalities of his other Pokemon. I'd rather see some variety in the species he catches beyond what you find within the starters, thank you. He's bound to get ONE, and that's fine since it won't completely ecclipse his other Pokemon, but more than that is just NO. Okay, so Shinou has a severe draught of Fire-types, but that's still no reason to shove another starter on him. :/

I mean a main character can get the same pokemon look at may she got the same pokemon so ash can get the water starter.

No, Hikozaru shouldn't be with Ash...he has Aipom anyway. And Ash may not need a fire type anyway...I mean he has two fire powerhouses anyway (Charizard and Torkoal) so again, he doesn't have to have one. However, the writers may want Ash to have some kind of fire element so having Aipom know fire punch can be good enough (that is, as long as Aipom uses Fire Punch really well then yeah).
So basically, there are other options for Ash then to have Hikozaru.

Seriously, the writers should experiment more with Ash's team this time around since he won't be getting the staple fire type since one is a Legendary, the other is starter and the last one is the evolution of something from Kanto.
So far, he's gotten Pokemon that are 'typical' for him to train. Why couldn't Ash catch a Dragon type or a Psychic type for once? He's already grown as a trainer and would probably be able to handle Pokemon such as those. ...Or not. It's really up to the writers whether they want to push the envelope with him in this series.

Well, first off, Shinji does have one as you say (in the first post) and that is probably the biggest reason as to why Ash won't/shouldn't get one.
Second, he has Aipom and have Ash catch a bunch of monkeys would probably send another message. Pokémon would probably loose alot of the respect it still has.

For that matter, I'm hoping that the writers don't rip-off the Pokemon manga, Golden Boys, and have Shinji's Hikozaru join up with Ash (or any other character for that matter) because it was tossed away for being weak or something. Gah, that would be so awful. Not to mention that the 'trainer casting aside his Pokemon' plot was done already!

That's what I'm hoping for.
I'm glad that the writers got rid of the "Ash catches all region starters!!!". But him getting a Hikozaru is like Brock getting one...not gonna happen. If it does turn into where the writers regressing to the aforementioned scenerio, I will saw off my foot and have it for dinner. (rolfflelol I kid.)
Plus, when the league comes, imagine the awesome battle between Mou/Goukazaru and Hayashigame/Dodaitose. B)
