Would you consider Melmetal a legendary Pokémon? Simply put, Goh's occupation is more flexible to use Legendaries while Ash... it's to be expected that he has to use the Pokémon he caught in the series for the tournament and if Ash starts using Legendaries, his opponents will use Legendaries just to even the playing fields.
