No, you just have to see all the Pokemon in the Sinnoh dex.

You see them all through the course of the game, that is if you fight every trainer, and to see the opposite legendary to your game (Dalgia/Palkia) you go to a library or something

Manaphy is part of the Sinnoh dex, but he is not one of the ones needed to get the national dex.

Is not. By the time you reach the E4 and beat them, you'll have seen them all by then. If not, only a couple will be needed to be seen.

Also, Phione, Arceus, Darkrai and Shaymin are National Dex Pokemon. They're not in the Sinnoh Dex.
