But that wouldn't apply in ORAS if the "champion" level was meant to be for Tapu Koko. Steven isn't really the final opponent in ORAS, but it's Brendan/May.

In fact, Tapu Koko is just by itself when the actual in-game battle occurs. It's just a pushover to the player's whole team. It's not like it's demanding a one-sided duel against the player's Primarina.

Ash battle Kiawe after league like Brandon/May that doesn't make Kiawe stronger than Tapu Koko, Tapu Koko was consider as an opponent for Alola champion in games, while Brandon/May just have friendly battle like Kiawe.
being Pushover you can say that for any Champion with one ace Pokemon and you had 6 Pokemons, Tapu Koko was shown even stronger than Kukui's Incineroar while Kukui is champion tier.

I'd rather we don't get any flashbacks simply because it naturally being there and those mons meeting Ash would be better organic continuity then it being honed in with a flashback, esp considering how sensitive that episode is
