Larry was complained of attacking people at random. Poppy then suggested "testing" Larry because they thought Larry would not engage in Pokemon battle outside of work. They have learned about Team Star thing and Scarlet and her search for the Treasures of ruin. (They know Treasures of ruin are Pokemon.)
Atticus didn't want to battle Scarlet and Nemona and thought they were ninjas. His base room is hung with portraits of Koga and Janine.
Scarlet continued to provoke Atticus with words, and finally annoyed Atticus and decided to battle her. He once again set up a poison trap, making it impossible for Scarlet to send out her Pokemon correctly.
Scarlet's ninja costume is just Atticus's imagination due to Scarlet deliberately asked him "Do you want to play ninja with me?"
