Maybe it was only banned from the network that showed it?

Snarky snark snark.
It was only banned in the aftermath of 9/11, due to the gigantic Tentacruel smashing a skyscraper with one mighty sweep of its tentacles.

Since the VHS was released well before 9/11, it was not banned then. 'Kay?

but i bought it in 2005 though, not anywhere near 9/11.

That you bought it in 2005 does not mean it was published in 2005. Shockingly enough, it is possible you purchased a VHS that was a few years old.

Furthermore, Cartoon Network has no qualms about airing the episode and the episode retains its normal place in continuity on the appropriate DVD release, ergo the episode clearly isn't blanket-banned anymore.

Well that is probably the answer, the episode came out at VHS before is was banned.
The banning have with the bombed world trade center in america to do I think.

Btw. I have heard they had to rename the introduction episode to the ghost pokemon. It wasorginally called Tower of terror.
