Base attack, sp attack, spd, ect?

What exactly does base so-and-so mean. Does it mean when the stat reaches this number ,EVs will start taking effect?

It means thats what the stat is at the beginning of each battle, but that stat is affecteb and lowered/increased when certain moves affect it. Base stats raise at every level, the only changing stat that remains after battle is HP

I still don't understand, so if I have a slaking at level 100 with an attack of 460, its attack in battle would be 160?

Lol, no, you need the base stats to calculate the actual stat, check the main site for that.

Kind of, the Attack influnences the power of the attack, but then you also have to factor in Defence/ Special Defence, and if moves like Growl have lower your attack, or Swords Dance has increased it.
If a move has increased or decresed a stat other than HP, that stat will go back to the base number at the end of the battle (except level ups and stat boosters)

Ever play a sports game where the players are rated in various categories, like Shot Power, Shot Accuracy, etc.? Just think of base stats as those same kind of ratings. The games use them to help determine what the actual stats will be, but for your purposes, just consider them like ratings.
