Base Stat Listing Question

I couldn't decide if this should be in R/S/E or whatever, so I'm starting this thread here.

Some time ago, I ran across a R/S-era pokemon stat list by a fellow who went by the moniker of Ragnarok25. Much more recently, however, I've been visiting Smogon for pokemon info, including stat listings. A few weeks ago, I noticed that there seemed to be a discrepancy regarding Milotic's base stats between the two listings. When I found the time, I later took a closer look at both lists and found several discrepancies between them, which has me nervous.

Here's the stats---Hoenn pokemon, to be specifc---I saw on Ragnarok25's list at GameFAQs:
