needs new move set n my opion but i dont know what to teach it

Persian (Jolly/Adamant Nature)
-Return
-Shadow Ball
-Aerial Ace/Fake Out (AA ingame)
-Hypnosis/Iron Tail (Iron Tail if you don't want to breed)

Don't teach Persian any Sp.Attacks that damage. :/

Steelix (Impish Nature)
-EQ
-Rock Slide/Iron Tail
-Explosion/Double Edge (DE with Rock Head)
-Toxic

Steelix is AWFUL with Sp.Attacks too. Just look at its Sp.Attack stat. ._.

 

[Frost Nova]

Those movesets and natures won't cut it in the BF.

Careful is really bad for Latios. Guess you'll have to use the Dragon Dancing set.

T-Bolt is only there to counter Skarmory. Psychic for STAB and it counters Weezing.

- Earthquake
- Rock Slide
- Fire Blast
- Quick Attack

Quick Attack so you can counter Flailers and Reversalers. Or you could use Screechgon:
