Battle Frontier: The luck of the draw or real strategy?

I think that the battle frontier is both luck and strategy. Luck could be in the palace, or pike, or even the pyramid. The pokemon you get at the factory is luck, but it's also strategy when knowing how to use them. What do you think the battle frontier mostly is?
