Battle Hill? (Emerald)

I just got Emerald yesterday and I found Battle Hill north of Mauville. It says it's not ready yet. So do i wait till later in the game to go there, or do i have to do some task or something. Help would be appreciated.

And, like a lot of things, you need to beat the E4 to go there.
