Technician Scisor is a lot better than Swarm Scisor, also don't put Air Slash on Scisor because it has a very less base Special Attack and a high base Physical Attack, so all the Atrack move from Scisor must be Physical Attack
Bullet Punch has speed priority, also get a Technician boost and STAB
Bug Bite has more power than X-Scissor because of Technician, if you find it difficult to get Bug Bite because you need to get it from 4th Gen only , then you should use X-Scissor instead
Substitute make Scisor harder to defeat, but if you want another good attack move for Scisor, then you need to put Brick Break instead
Sword Dance gain Scisor Attack by 2 stage which help you to OHKO your opponent Pokemon more easier, also it has a combo with Bullet Punch to have speed priority and a high base power because of Sword Dance
Life Orb even help Scisor to OHKO your opponent with Bullet Punch more easier.

.:. Archeops has the Special Attack to use Dragon Pulse, but it cant afford to split up its EVs and miss those critical KOs because of its ability. So you should opt for a full physical set knowing that he wont be in for long. Acrobatics will be STAB and boosted by flying gem, also activating its 2ndary effect. That should be your main offense. Dragon Claw is for neutral coverage for almost all types, U-turn to run away and save him for later. Finally Stone Edge can be your STAB, or you can use Head Smash to deal a great deal of damage as a last ditch effort since it's pretty much guaranteed to bring you down below 50% HP.

Archeops also doesnt have the defenses to take a hit, so being able to KO that water type before it can use a water type move will give you a much better chance of continuing in battle then trying to take a hit and activating Defeatist.
