Sheer Cold Artiuno doesn't work. It is to frail to survive many hits thanks to 4* rock weakness and the hax in the battle tower. Use smeargle instead:

Give Latios Psychic > Luster Purge, Ice Beam over Recover, and Thunderbolt over Arial Ace. This gives it amazing coverage. Psychic can be taught by the move relearner, and the other two moves are TMs that can be bought from the game courner. Just buy 20,000 coins and spend them on the TMs for Ice Beam and T-Bolt.

Lefeon must go. You could replace it with a good Physical attacker to go with Latios. Some examples:

Not much pokes in the bt use substitute and double hit is fail.You could try the normal set with 252atk / 252hp / 4spdef.

Articuno has great defences. It takes less damage than smeargle any day.

0Atk Neutral Geodude Rock Throw Vs. 252 HP Neutral Smeargle
33-38%

Now take into account that Articuno is 4x weak vs. rock and you realise how pathetic smeargle is.
