Oh, and if you're like WTF about Wing Attack, remember that it is as powerful as Aerial Ace and that it has 35PP (i am a PP freak)
And guess what, Hidden Power Flying > Both AA and WA and on NetBattle you won't ever run out of PP on a Bellyzard.
As for your questions:
1. With proper team support, it will sweep your opponent completey. Provided you can stop stuff that "may" survive your attacks you're set.
2. You NEED a Salac Berry. There's 2 methods to getting it active, one is Sub 1st then Drum to get you to 25%, the other is take a hit on the way 1st time then Drum at a later stage. Bellyzard doesn't work too well without Salac Berry.

EVs: 12 HP / 252 Atk / 130 (S)Def / 116 Spd
Adamant Nature (+Atk, -SAtk)
- Hidden Power [Flying]
- Flamethrower / Rock Slide / Substitute
- Earthquake
- Belly Drum
With Flamethrower you need about 20-50 Special Attack EVs to make Thrower a 1KO agaisnt Skarm, so take them out of HP and Def if you choose to use it.
I have no personal experience with Bellyzard but I'm sure there's plenty of people with a few words to say about it.
