K is this even allowed..? Saying a certain pokemon sucks and that you hate it might stir up trouble with some fans...
BUT anywayz..
Kanto's best: Arcanine and Gengar. Worst: Raticate
Johto's best: Umbreon. Worst: Dunsparce (this pokemon has an amazing move pool... I just dont like it's looks, and it's stats aren't something to be proud of)
Hoenn's best: Sceptile. Worst: I pretty much like all of hoenns pokemon... I'd say dusclops.
Shinou's best: most of the pokemon .. not much of lookers.... Id say the final evo. of the water starter. worst:Areusues (can you say rigged pokemon?)

Okay, for me it's...

Kanto:
Best= Bulbasaur Clan - Especially Ivysaur =) I also like Nidorino.
Worst = I don't really dislike any kanto Poke's... oh wait. Rhyhorn for me. Yuck
(only because it had leer in Pokemon Trading Card game which = annoying)

Johto:
Best: Umbreon for sure!
Worst: It's gotta be Igglybuff, eww and all the pre-evos are cute but annoying to me.

Hoenn:
Best: Zangoose is my favorite.
Worst: Plusle and Minun are too much like Pika in a wierd way...

Sinnou: My Favorite Generation.
Best: Leafia! Dotaitos! Glacia! Massukipa! Yukinooh! Subomi Line! Too Many!
Least Favorite: Nosepass Evo is kind of unoriginal but not the worst. For me the worst is the Rentoraa line only because in like every YouTube Video I watch of D/P somebody has the Korinku/Rukushio/Rentoraa line.

Worst- Poliwrath, it must die because it is soooo original that I'm jealous.

Worst- Togepi, thank god Togekiss is so damn cool.

The Region that's fool of darn clones! Hoenn!
Best- Glalie, and I don't care about Yukimenoko! >.<
Worst- Gardevoir, I just dun like it, I dun like it alot!

The Region that is full of trash, 4th Gen Region!
Best- Korobooshi, duh!
Worst- Karanakushi, especially pinky. Die a horrid death, die!
