Well, quite some Gym battles were underwhelming in Johto, with some Gym battles like Clair, Jasmine and Morty were good. I'm going with Clair, since it was a brawl of powerful Pokemon from the beginning to the start.

Clair was the best. Second place would be Falkner since it was a decent 3vs3 battle. The Pryce battle would've been on par if it wasn't for him giving up at the end.
