He's not asking what Johto Pokemon is best...I think he's asking what Johto Pokemon that can be found in the extra Safari Zone area and thus "made a comeback" is best.

That said, I'd say Heracross...though he was already obtainable in R/S...I say Ursaring. Forretress is a close second though.
