There is no such thing as a best team.
Having no two pokemon with the same weakness severely limits your potential to choose pokemon, and then you have to worry about not just single types, but what the standard sets have. In other words, if you have one pokemon weak to ice, one weak to electric, another weak to poison, and yet another weak to fighting, you've got 4 pokemon taken down by Gengar alone. Then there's not just type matchups, you also have to consider base stats. Prediction is what often determines the end result of a battle. Not neccessarily the pokemon. My team on NB has a 4x Fire weak with Celebi, Regice, Metagross, and Skarmory, but I don't care. Fire isn't a common type, anyway, so it's not something you really think about. Skarm isn't meant to take special hits anyway, and Regice can take non-STABed Fire Blasts easy. Metagross shouldn't be switching into Special attacks anyway, so it's not like it makes any difference. Now, Celebi just plain comes with a lot of weakneses. 7 weaknesses, one 4x to Bug. But people still use it because it's an awesome pokemon. According to your definition of a perfect team, Celebi would have no place on it, however, it is one of the most versatile and durable pokemon in existance. If it didn't have those weaknesses, it would be Uber.
