i don't think unevolved pokemon like seviper etc count...
if they do, why is everyone forgetting smeargle, skarmory, rotom, heracross and aerodactyl? you people aren't very sharp...

if you count pokemon that can evolve, scyther, chansey and sneasel are at the top of the list.
