I'd say Lanturn just because it could absorb electric attacks with Volt Absorb and is needed in almost every all water team.

I really like Swampert because it can cover its grass weakness with Blizzard or Ice Beam, and its ground type nulls electric. It's a good all round PKMN IMO.

Lanturn is a close second as well, with a quirky type combo he always causes problems.
