I think it's a great idea and something like it could happen too. It would be like you name...you can't change it. It is something you enter when you first start. It can't be changed and you olny get discounts on that day. And so you can tell when it is if you have a cell phone/pokenav whatever, your mom will call and say happy birthday! and tell you to come home. Then you think "better hit the PokeMart too". If there's anything (besides decor) they'd do on your birthday, it'd be a special, one-time gift, such as a rare Pokémon or item. It could only happen the first time your birthday rolls around to avoid exploitation.
Do you own a DS? It has an internal clock (and birthday setting, but that's beside the point). I seriously doubt D/P would also contain their own clock. In fact, the return of day/night suggests that D/P will be using the DS's clock, since it's common belief that they were dropped because they couldn't be changed.
