If you have colosseum, then you get it with hitmontop, ruby/saphire you beat blackbelt nob 5 times i believe it was. In fire red/leaf green it's gonna be on any blackbelt trainers using fightin pokemon, just keep searching.

go to kindle road on Island 1 nd almost all the black belts near the spa will have the black belt!
