Probably not. If I'm not mistaken, 3DSes are region locked. If it isn't available where you live, it probably won't be available where you are. However, if you were to buy a 2DS while you're in the UK, Pokébank will likely be usable when/if you return to Romania. It's entirely possible that it'll be available on your 3DS while in the UK, but don't get your hopes up.

When i bought my DS i set it for UK . Then if i buy the pokemon bank it should be ok right? Because if buy the pass while it is set for UK, then it should work while it is set for UK. Maybe i am wrong, but this is how i see the things.
