Its a great phys sweeper and even tank ( with curse) while blastoise...bleh...ive had bad experiences with that turtle

I vote Blastoise because:

its ability is better than Milotic's
doesn't die easily to a Giga Drain
Quagsire>Swampert (I mean WATER ABSORB and HAZE)

I don't hate Swampert, but I'd rather use Blastoise.

I vote Blastoise even though Swampert evolves from MUDKIP. Blastoise was my first level 100 on Red and holds a special place in my heart
