people you got it all wrong where do you come up with that stuff all you have to do is win a beuty contes with a pokemon and and have that same pokemon in the front of your party and once you finish the beuty contes go to the chairman and he will give you the blue scarf how do i know you say? becuase i have tried it before

dont you think i have tried that before? i have with my phanphy i tried at first with its beuty maxed out & it didnt work my friend told me what to do i did it and guess what it worked

My milotic has one it looks just just like a blue fucus band.
the pokemon needs to be full and have a point in smart, tough, beauty, cute, cool. it evlve before it is fully maxed so it my not be high enough.

you need max in the specific contest stat and you must have done a contest also you can only get each scarf once, i have all of them so i know i am not wrong

well i know im not wrong becuase i got every scarf all you have to do is basically max out its beuty do a contes and go to the chairman and he will give you the scarf so there

You need to have the beauty stat maxed, I think. Then, talk with the chairman.

With me I had to show the feebas to get it, I think if it grows a level the beauty goes down a bit, I think it's the same reason why you can't give feebas some pokeblocks, level it up give it some more, then try to evolve it but the reason he isn't giving one to you is either that or you already have a blue scarf.
