Zapdos rules him. But be sure to take out golem/rhydon out first if your opponent has that. Otherwise, surf, submisson are my faves on raichu. Or keep him as this team is pretty BL/UU

Maybe counter over bite or withdraw? Blizzard > Ice Beam, it has 90% accuracy. Seismic Toss over withdraw and counter may work but Body Slam owns on this thing.

Dodrio owns Fearow's *ss any day of the week. Fearow's just bad, and Dodrio can learn Haze through tradebacks, if memory serves me correctly. There; you have a decent hazer, drillpecker, I believe it can learn Roar, too, if that's useful to you...

It's not. Electabuzz is my favorite Electric due to its versatility, and Electrode comes in second. Electabuzz. give him TB, TW, Psychic, and Submission (I believe he can learn that...)

I've always viewed ground and flying types as useless so i'd just change those two with something a little more powerful. A dragon or an HP ***** (Chansey or Clefable) normal type would work better I think.
 
i prefer chansey as a stalling pokemon, and i prefer electabuzz or electrode, because electabuzz is really good and electrode has incredible speed

Ok, I have the following suggestions:

Sandslash's Moveset is good the way it is.

Myabe Fearow could use Fly over Fury Attack.

Raichu could use Thunder over Quick Attack.

Blastoise could use Counter over Withdraw, and Blizzard over Ice Beam.

Ninetales can definitely use Fire Blast over Tail Whip.

Hypno could use Dream Eater over Meditate.

Remember, these are only suggestions.
