Breeding and IV points help

Ok I have a few questions about breeding and IV points.

1)What level are the base stats based on?

2)Can you tell how good a Pokemon will be in a certain area as soon as it hatchs from its egg?

3)Is it better to breed 2 of the Exact same pokemon? i.e. Flygon and a Flygon. Or does it not matter?

4)Does this Pokemon excel in anything. (To use as a refrence)

Gyarados Lv. 50

HP: 167
Attack: 155
Defense: 100
Sp.Atk: 81
Sp.Def:126
Speed:91

5) Is there any other breeding tips I should know?

Thanks for any help.

BTW: I have already read the Breeding and IV sections on this site. I just had a few questions.

1) at level 50, with 0 IVs and 0 EVs and a neutral nature, your stat will be 5 higher than your base stat. the exception is HP, which will be base + 60.

the equation for stats is (((((base*2)+IV+(EV/4))*level)/100)+5)*nature), except for HP, which is ((((baseHP*2)+IV+(EV/4))*level)/100)+10+level

2) you can tell what your pokemon's IV is to within 20 (for example, if a beldum has 12 attack at level 5 with a neutral nature, it has an attack IV of 10-29), and you can talk to the legendary top pokemon breeder in the house just above the pokemon center in the battle frontier. the legendary breeder will tell you about your IV total, and how good your best IV is and what stat it's in. for more information, see the very first section of Volteon's Battle Frontier Help Thread

3) it's usually very good to catch/breed more than one of a pokemon, and only train the only with the best stats.

4) it's impossible to know how good its IVs are unless you know what EVs it has.

5) in emerald, if the female (or ditto) is holding an everstone, it passes on its nature 1/2 of the time, which is quite useful when you're breeding for both a good nature and good IVs. also, if the parent has a flawless IV, the baby is more likely to have the same flawless IV. nobody knows how the amount of inherited stats is calculated, but it's sometimes possible for a pokemon to inherit 3 (possibly 4) stats from its parents.

you probably should've posted these questions in the IV/EV sticky.

To add to WhiteWizard's remarks --

3) when you breed the same Pokemon, your Pokemon will make eggs quicker.

4) I calculated HP's IV to be 0-25. The other IV's can be 0-31. It's no joke that we need to know EVs to find IVs! Also, saying what nature is equally essential.

Ok.Thanks for the help. I have know clue how much EV's it has because I trained it before I knew about EV's. All I know is that I used up all the EV's on it.

Is it really worth it to keep track of what EV's you get?

yes. EVs can give you up to a 70-point advantage in a stat with a +nature, and 63 to any other (not counting -natures, but you don't put EVs in those anyway). it can make sure you get more attack on something like machamp instead of more SAtk, which is useless to it.

all other things being equal, a properly-EV trained team will thrash a non-EV trained team, every time. it doesn't take too long (i once EV trained 6 pokemon in about 3 or 4 hours), and the advantage it gives you is definitely worth it.
