Breeding chain help!

I need help getting earthquake and ice punch on an elekid in emerald. An ideas on the breeding chain I would need for this?

And you really haven't got the TM's anymore? Since it's on Emerald, why not cloning them then?

Elekid can't breed.

Electabuzz;

Jynx - Ice Punch
Medicham - Ice Punch

Try Earthquake via TM.

elekid can't learn EQ.

Hitmonchan or Medicham for Ice punch. Jynx won't work since they're all female.
