If I breed my Starmie with a Ditto, will the Staryu know Ice Beam? I'm not sure because Starmie is genderless and the male determines moves.

Yes, you can.

If you breed a Starmie or staryu with Surf, Ice beam, Thunder bolt and Psychic, the Baby Staryu will have Surf, Ice beam, Thunder bolt and Psychic because they´re all TM moves that it learns.

In a situation that you use a ditto, the parent will have to know a TM move that can be passed to the offspring(check Serebii.net PokeDex).

In a two parent situation of the same kind or of the same group, both will have to know the move.

So yes, Staryu will learn Ice Beam.
