so, i want to have a whirlwind-spike skarmory on rse but i dont own a pidgeot, how could i breed whirlwind on it without one?

Starly learns it...I can't think of an easier way.

EDIT: sorry, I haven't noticed the R/S/E part. My mistake. In that case, Pidgey is really your best choice (if not the only one).

go on serebii and go to the attackdex. Look up whirlwind and see wht pokemon (compatible w/ skarmory) can learn it.
