Brightpowder & Lax Incense?

I've always wondered how these items work. So for anyone that knows, please tell me if my theories are correct.

Brightpowder increases the evasiveness of the Pokemon holding it by 10%.

Lax Incense reduces the accuracy of your opponents Pokemon by 5%. So in a double battle both of your opponents Pokemon would have their accuracy reduced.

I think that is it. I believe brightpowder is essentially one double team. Lax incense is like half a sand attack.

I think yes, and makes sense, but this just for Lax incense, Brightpowder the user gets the boost.

Brightpowder is about 2/3rds of a Double Team, because one Double Team gives about 14% evasiveness.

As for Lax Incense, if you want to use these kinds of items, it's totally inferior to brightpowder...
