In Yellow version, I am at Cerulean City, and I want to get the Bulbasaur from the lady in the house next to the PokeCenter, but she won't give Bulbasaur to me! Help!

2. Go to a Pokemon Center and heal your Pokemon
3. Give Pikachu the Potion (It will say, "It has no effect.)
4. Give Pikachu the Potion again. (It will say, "It has no effect.)
5. Give Pikachu the Potion again. (It will say, "It has no effect.)
6. Give Pikachu the Potion again. (It will say, "It has no effect.)
7. Give Pikachu the Potion again. (It will say, "It has no effect.)
8. Give Pikachu the Potion again. (It will say, "It has no effect.)
9. Your Pikachu will love you. Now get that Bulbasaur.

Actually, I think what happens is that you have to get Pikachu at a certain level and she will give Bulbasaur to you. I leveled my Pikachu to level 18, and it was at the same happy level (Pikachu jumps up and down slowly), and she gave it to me.

Yeah, it's all about how happy your little Pikabuddy is. I usually fight with Pikachu exclusively unless I'm training a Gym Sweeper (like Mankey to sweep Pewter Gym) so I've never had a problem with getting Bulbasaur right away, but the aforementioned Potion trick will work too (IIRC).
