my friend sent me bulbasaur at lv5 but on of its attacks was solarbeam is that ment to happen or not.

Yes, he probably got it through breeding with his Venusaur that knows Solarbeam. You can pass TM attacks through breeding(only if the pokemon can learn them through the TM). Usually a Bulbasaur doesnt know Solarbeam at lv 5.

It is either an Egg move or learned by TM.

If your friend didn't learn Bulbasaur Solarbeam or didn't breed it. It may be glitch.

It's either a TM Move taught by your friend, or an Egg Move passed on from the Parent Venusaur. Other than that, you have just found a glitch.

Your friend had a male Venusaur with the move Solarbeam. He bred it with a Ditto and voila, the egg (Bulbasaur) has Solarbeam! I don't think he would waste a TM so that's the answer.

Also make sure he doesnt use gameshark either or that will gkitch/mess up your game.

He either used a TM, cheating device, or the breeding center. There wouldn't be any other way to get a Bulbasuar with Solarbeam.

Yeah, we all know the answer has been fricking repeated already: the Bulbasaur must've learned Solar Beam by means of a TM or an Egg Move, or the previous owner used Gameshark or Action Replay to make such a glitch, if it really is a supposed glitch. As if spamming the topic will help, anyway.
