There seems to be a lot of character development for Kibago in this episode
Character development doesn't make an episode non-filler. Also, this is one of the purposes of fillers (aside from showcasing certain Pokemon).
and heck, maybe even a capture (of Pendoraa) since so many characters are catching new Pokemon in early BW.
God. Why does everyone say "OMG! [Insert a character] will catch a [Insert a Pokemon] in this episodeah!!111111" every freakin' time a new title is revealed. You really treat that "Faster pace" thing too seriously.
It's much safer to label the episode as filler than as a capture. I'm sure that nobody will catch something as random as Pendra. Also, you've forgotten that it's a final evolutionary stage. The times when Ash was catching evolved Pokemon are over.
And the past experiences with Pokemon anime have taught me that such random-sounding titles like this one always mean the same thing - a filler.
In DP times everyone was saying "This is DP" to throw the logic out of window. Now everyone is saying "This is BW and its faster pace" for the same purpose.
DP didn't bring anything THAT surprising (maybe except Barry), nor will BW. Old logic still apllies. The fact that Brock is finally gone and that TR got new uniforms doesn't change that. It's the same thing.
Also, Shooti most likely appears in the next episode and probably battles Ash; how the heck is that Filler?
First of all - Shooty, not Shooti. Bulbapedia is an unruly place with double standards, run by a bunch of people who don't respect their own rules. The fact that it uses "Shooti" doesn't mean that it's a good spelling.
Also, an appearance of a rival doesn't make an episode non-filler. If they just battle with each other and then say goodbye, this contributes nothing to the plot. Fillers don't have to be Twerps + TR + CoTD. A recurring character may appear as well.
