Cacturne and Sceptile

Im just wondering is it possible to breed Cacturne with Sceptile to get Leech seed on Scep. if so tell me how thanks.

Yes, it should work. Leech Seed is one of Treecko's Egg moves.
As long as the Sceptile is female and the Cacturne is male and knows Leech Seed, I imagne it will work fine. The baby Treecko will know Leech Seed.

Cacturne and Sceptile can't breed together. If you wanted Leech seed you would have to breed with Bulbasaur/Ivysaur/Venasaur.

To answer your question, there are a few chains to breed Leech Seed from Cacnea to Treecko:

Cacnea > Tropius > Treecko
Cacnea > Chikorita > Treecko
