if you knew its IVs, you could figure out its EVs. without them, no.
however, if you have emerald, you can calculate its IVs by feeding it berries 21-26 until it can't eat any more (or it says "base [stat] can't fall!"), then calculating its IVs assuming no EVs. for that, use the IV calculator here: www.metalkid.org/PokemonTools/Calculate/CalculateIVs.aspx
be sure to put it in at the right level and start on the top row (just change the first row to whatever level you're on and subsequent rows to the next level you need).
