Can Emerald be traded Kanto and Jhoto pkm

i tried to trade my pokemon from my ruby game and it didnt let me, do i need to get something like a ruby and sapphire like on fire red and leaf green??

Have you completed the pokemon league and got the national dex on your emerald? if you havent im afraid thats what you will have to do
