HP: 30, 31
Att: 30, 31
Def: 27, 28, 29, 30, 31
SpA: 0, 1, 2, 3, 4, 5, 6
SpD: 27, 28, 29, 30, 31
Speed: 7, 8, 9, 10, 11, 12, 13

it depends on the set your gonna use.

CBMence: 4 HP / 252 Atk / 252 Spd
AGMence: 4 HP / 252 SAtk / 252 Spd

for DDMence i like:
224 HP / 136 Atk / 148 Spd

It's Adamant. I don't think it needs speed in this case. It's Defense, Special Defense, and HP IVs are near perfect. In any case, it'll just a little bit slower and after a few Dragon Dances it'll be fast enough.

Can you check the IV man in Emerald to see if either HP/Attack are flawless. It depends entirely on the Speed. To do the best EVs I'm going to need to know the Speed IV exactly. Find out the Hidden Power and Rare Candy it some more.

The IV man says that my Bagon's Attack is flawless. I don't have anymore rare candies, so I can't level it up.
