Can you find Latios/Latias again?

Cheer up.
Okay, this might sound stupid but heres my story.

About a year ago I was playing Sapphire, beat the Elite 4 and whatnot. I was on my way to Pacifidlog by surfing and a random encounter ensued. I found a wild Latios! I was totally suprised by this, but the bad thing was... I had no Pokéballs! So much to my dismay I ran away. Then I restarted the game (not start a new journey) straight after. Was that a good idea? Because would I have been able to find Latios again if I ran away?

Sorry if it sounds noobish, but I just want to know incase any encounters like that happen again (which they havent, and I've also never encountered a shiny :()

(?) you restarted the game, even if you didn´t you could find latias again. (in sapphire you find latiAs). the only way to stop lati@s is catching or killing it.

Actually doesn't the Latias/Latios depend on what colour you say you saw flying after beating the Elite 4. BTW I restarted my game since then, and I'll do the same cause I'm bored!

Edit: I checked the guide, it says to use the "Safari Zone Trick"
"The method I used was to find a patch of grass, and save your game. Fight 3-4 random battles, and if it doesn't show up, turn off your game. Turn it back on, fight 3-4 more random battles, and repeat the process until you find it. I found it twice like this, because i didn't feel like chasin it, and each time I found it in less than five minutes."

But you can't save in the Safari Zone. Help?

That method's BS. Do random stuff as you would normally until you find Lati@s. After that, it'll be in your Pokédex and you can track it. Save. Fly to Mauville. (It has routes with wild pokes in all 4 directions, so it's a good choice.) Make sure you have someone at a high level with Spore/False Swipe ready. Check the Pokédex. If Lati@s is on one of the routes adjacent to one of the routes adjacent to Mauville, go to the route it's adjacent to. (If not, Fly to Mauville and try again.) Check the dex again. If you're on the same route as it, head to the grass and run from/kill each wild poke you see unless it's Lati@s, in which case you Spore/False Swipe it. Repeat until it's at 1HP and asleep. Get a Wobbuffet as the first poke in your party and repeat the steps to find Lati@s. Keep chucking balls at it. Once it wakes up and KOs your Wobbuffet, switch back to your Sporer and Spore it again just before it flees. Repeat until you've caught it.

I did this twice; it's much better than the supposed Safari trick, in which the Lati@s may merrily skip by your route as you're inside the SZ building.
