He's on Two Island...it's not that big so it shouldn't take that long to discover him...if you're in Pallet Town then Fly to Vermillion and take the boat to Two Island and search.

the cape brink tutor is on TWO ISLAND if you do a house to house, blade of grass to blade of grass search you will find him lol.

The Cape Brink Tutor is at Two Island and you can find him there.

It's a her, and she can be found in the house in the northernmost part of Island 2. She'll teach one each of the Elemental Hyperbeams. But they are not good (Venusaur is the only one that can use it helf-decently)

It isn;t worth it. just stick to Razor Leaf/Flamethrower/Surf.

Dude... Why does everyone keep calling the Cape Brink tutor a guy? It's quite obvious she's female, not only by the way she looks, but also a character near the mini-mart tent thing mentions "an old lady who gives Pokemon the eye."

Anyways.. you can't fly until you've got the HM.. that one should be a given. n_n;
