Espeon will own all!
How come kanto, johto and hoenn have no capital city (none that i know off)
if so tell me what they are or what they should be here's what i think:
Kanto: Celedon City
Johto: Goldenrod City
Hoenn: Lilycove City

Naetoru & Stitch

Sending out an S.O.S
The capital city would probably be the town with the 6 floor marts. Like you have listed!

Celadon and Goldenrod do have capital cities. You guessed them right!! About Hoenn, I am not sure but I persume it is Lilycove as it has the big Mart. I dunno about Orre though.

Saffron could also be the Capital of Kanto. IIRC, it was the biggest city. PLUS, it was the only city to have a train station.

Then again, Celadon has the store, the hotel and the Game Corner.

Probably the largest cities of the japanese regions they are base on:

Kanto - Kanto - Tokyo - Saffron
Johto - Kansai - Kobe - Goldenrod
Hoenn - Kyushu - Kitakyushu - Rustboro

Yoru Ryu

Zhampy
Goldenrod's pretty much the only big town/city in Johto, and i would've said Saffron was Kanto's Capital if only for it's size and it has Silph co. In Hoenn, yeah, probably Lilycove... or Slateport since it has a dock.

Yeah, those three seem to be the most "busy city"-like in the games. I was about to mention that Rustboro seems to be home to loads of large buildings, like Goldenrod and Saffron.

Pretty much what I was going to say, but on a side note, I kinda cosider Celadon and Saffron as one city, since Tokyo is like a collection of cities aka the largest city on earth.

Nothing to be done
I dunno about Orre though.
It's Phenac. The most powerful man in the region lives there, Cipher targeted for takeover, and Snattle was going to use said takeover to acheive position of Governor of Orre. Sounds like a capital to me.

I'd always assumed that Viridian City and Ever Grande City were Kanto's and Hoenn's respective capitols because those cities are where each region's Pokemon Leauge is located, and the Elite Four have sometimes been described as the top government officials in each region. Since Johto shares a Pokemon Leauge with Kanto, I think it's safe to assume that Goldenrod City is the capitol.

I agree with Cipher. Phenac seems to be the most likey suspect for Orre.

Kanto's Pokemon League is not at Viridian City, but at Indigo Plateau..
Anyway, I agree with you. The city with the Pokemon League is more suitable to be the capital.

My opinion:
Kanto: Saffron - train station, a big company silph co.
Johto: Goldenrod - train station, radio tower, megamart
Hoenn: Rustboro - Devon corp. it's a big city with lots of buildings
Orre: Phenac

Actually, not all capital cities have tall buildings. Like Canberra, Australia capital, doesn't have any tall buildings. It also doesn't have international airport. It is a quiet and clean city.

Washington is also, no tall buildings.

So in Hoenn, we can choose a cities which like garden.

Kanto - Celadon. It's extremely large and has a lot of facilities.

Johto - Golderod because of its sheer size. Plus, all of the other cities in Johto are too small and lack any infrastructures to be a capital.

Hoenn- Rustboro. Lilycove, Mossdeep and Slateport are port cities and therefore unlikely to be capitals. Mauville may be in the center of Hoenn, but is too small in size. Rustboro, with its old-style architecture, large buildings and neat-tiled streets, is more like a capital than the others. Plus, the city is huge.

Saffron seems to have a lot going on in it - train station, Silph co., Psychic Gym, Dojo, etc.

So far I think:

Kanto: Saffron, with a slight possiblity of it being Celadon
Johto: Goldenrod, no doubt about it
Hoenn: Rustboro

I have to agree that the capitals are the cities with the most resources and size. Hence Goldenrod, Celadon, And Lilycove. Orre would be Phenac of course. So my opinion is pretty much the same.

But Indigo Plateau isn't really an actual city, so I've always just grouped it with Viridian City. Meh. =/
