Along with the permanent status ailments,

would it help to lower the enemy's attributes, binding it, then confusing it and using mean look bring the catch ratio up? or at least doing any of these?

IIRC, it has no effect on the catch rate.

None of those. The only thing that affects catch rate (besides which kind of Pokemon) is low remaining HP, the status ailment, and which ball you use.

The only thing YOU can affect when battling any pokemon is lowering its HP down as low as possible, using a ball with a high catch rate, and inflicting status upon it.
Using false swipe to get it down to 1 hp, and putting it to sleep offer the highest possibility of catching the pokemon (paralysis, burn, and poison icrease the rate but not near as much as sleep).
