Celebi And The Hex Event

I read the Celebi Factor yesterday about the Hex Event and i don't even know what it means by Hex Event...and also ages ago i found something on this site that says you need to do a certain type of thing on Mirage Island? Correct me if i'm mistaken

Erm, I think that your pokemon's hex value is compared to mirage island's hex value (or watever) for the day and then if they match you can go there ? I'm not really sure ...

He means in the Celebi Glitch page. I heard somewhere that it was an undefined patch of grass on Route 121 and 123...
